Two services in the field of fire safety will be digitalized in Ukraine soon. According to the Memorandum, signed on October 4, work has already begun on the process of transferring of two services, provided by the State Emergency Service of Ukraine, into e-format: submission and registration of a declaration of compliance with the requirements of the fire safety legislation and licensing companies in the area of fire safety services provision.
Memorandum about cooperation was signed by the State Emergency Service of Ukraine, the State Agency for E-Government of Ukraine, Eastern Europe Foundation and USAID/UK Aid “Transparency and Accountability in Public Administration and Services” project that provides support for the creation of these e-services.
Optimization and transformation of existing paper-based administrative procedures into e-format will substantially simplify the process of obtaining these public services. Instead of 2-3 days (in the case of licensing, it may take 10 days), ordering of each service will take 1-2 hours and will be fully in e-format. Simplification of the procedure and increased transparency of services will help to reduce corruption.
“Signing of the Memorandum on Cooperation between the State Emergency Service of Ukraine and the State Agency for E-Government of Ukraine is another step towards overcoming the bureaucracy in Ukraine and building new good quality and honest relationships between business and the state,” said Oleksandr Ryzhenko, the Head of the State Agency for E-Government of Ukraine. “I am very grateful to our international partners for their full support and assistance in implementing this project”.
Lesia Chmil, Acting Chief of Party for the Transparency and Accountability in Public Administration and Services project: “Today we are making the first important step to organize properly fire safety management and simplify the process of obtaining these services for users. Transferring these services into e-format will significantly change how business interacts with the State Emergency Service of Ukraine today. Soon everyone will be able to order these services in e-form and forget about paper documents and physically going to state services provision offices. The new procedure will make obtaining these services convenient, simple and clear. However, we understand that such a reform can be fully implemented only in the case of full legislative support. Therefore, our specialists are already working on the amendments to the legislation in order to implement a new format of services as soon as possible”.
Technical implementation of new e-services will be in October. The practical implementation will depend on how quickly the relevant changes to the legislation will be made and which is expected at the end of November.
