
On December 14, 2020, in collaboration with the Ministry of Digital Transformation of Ukraine, the USAID/UK aid Transparency and Accountability in Public Administration and Services/TAPAS Activity presented an analytical report assessing how open data in the healthcare domain impacts the Ukrainian economy, patients and the implementation of healthcare reform.
The study shows how the data published by the Ministry of Health of Ukraine and the National Health Service of Ukraine and the creation of tools based on that data, contributes to the resolution of several specific issues in the healthcare sector:
- Reducing corruption risks in healthcare funding.
- Contributing to timely and full payment of remuneration to healthcare professionals.
- Raising awareness of the changes in the healthcare system and trust in the healthcare domain in Ukraine.
- Improving access to quality medicines and health services and providing patients with the information on how to save money when buying medicines or obtaining medical services as well as how to protect yourself against counterfeit.
“The data needed to make a decision or find an answer are no longer privileges available to a small circle of people. Now patients can consciously choose a doctor, check what medical care they can get at the nearest hospital or what budget the government allocated for this hospital. Currently, everyone can see which hospitals in his region are designated for COVID-19 treatment, what is the burden on medical teams and how much money is allocated for healthcare. Moreover, patient and public organizations can track and control the healthcare budget in every medical institution all over the country”, Andriy Vilensky, Acting Chairman of the National Health Service of Ukraine.
