Public eServices can save Ukrainians more than UAH 840 Million on Bribes and over 500 Person-Years Annually!

On September 14, with the support of the USAID/UK aid Transparency and Accountability in Public Administration and Services/TAPAS Project , Swiss-Ukrainian EGAP Program and the East Europe Foundation, 
Ministry of Digital Transformation of Ukraine presented a special Research Report Anti-corruption and economic impact of eServices, prepared by the Better Regulation Delivery Office BRDO. The official online presentation led by Oleksii Vyskub – First Deputy Minister of Digital Transformation, Victor Liakh – President of East Europe Foundation, and Oleksii Dorohan – CEO of the Better Regulation Delivery Office BRDO.

This report is an initial step to comprehensively assess the economic and anti-corruption impact of selected public eServices in Ukraine, which were previously developed under the USAID/UK aid Transparency and Accountability in Public Administration and Services/TAPAS Project and the EGAP Program . It’s intended to promote the advantages of eServices among citizens by revealing the time and money saved (both real and potential). Also, the research demonstrates how online public services affect corruption.

As a part of the study, the following eServices of 7 sectors were evaluated: declarations of compliance with fire-safety regulations (SES); fire safety licenses (SES); permits for special water usage (SAWR); eLicense for transportation services and notifications about changes to a licensee’s data (SSTS), notifications on launch of pre-construction and construction activities, and building commissioning declarations (SCI),  registration as a private entrepreneur (MoJ),  applying for a childbirth allowance (Social Policy Ministry), and obtaining a criminal record certificate (MIA MSC).

The analysis of eServices in seven sectors showed that the potential economic effect by using online services is almost  UAH 495 million per year. Moreover, the savings from online services in person-years is approximately 514 person-years per year. After all, most of the costs (58%) for obtaining public services offline relate directly to the time spent by users on logistics, queuing, filling out documents, etc. The real economic effect is UAH 36.7 million per year. Another significant anti-corruption effect is the potential savings on bribes in the sectors analyzed: UAH 841 million per year, while the real anti-corruption effect is UAH 32 million per year.

In addition, the results of the survey showed that the vast majority of respondents (78%) believe that with the introduction of electronic services, the level of corruption has decreased significantly.
